Manufacturers of boilers, boiler parts or pressure components who want to export their products to India, along with inspectors of boilers and their components destined for India, are invited to the Indian Boiler Regulation conference in Prague, on 30 and 31 October 2018. This conference is being organised by TÜV NORD Czech under the patronage of the Ministry of Industry and Trade of the Czech Republic. It will be held in English with Czech translation.
The issue is becoming vital, since India’s economy is growing rapidly. Industrial production is set to rise by up to 25 percent by 2022: this, at least, is the goal of the government’s “Make in India” initiative. The idea is to replace large volumes of imports by domestic production. Support for domestic industrial development is, among other things, reflected in the fact that foreign suppliers who are willing to cooperate with Indian industrial enterprises on a technological level and to produce the goods supplied in India, at least in part, receive preferential treatment in the award of large-scale orders. The value of exports from the EU to India increased from 37.8 billion euros in 2016 to 41 billion euros in 2017. Boilers, along with nuclear reactors and equipment for the machine industry, are among the most important export items (they make up 8 percent of total exports, thereby occupying 4th place among the other items).
In the case of boiler and pressure-related items, companies from abroad willing to export goods for boilers and pressure-related apparatus to India will have to meet the requirements set by the IBR domestic standard, which is controlled by the Central Boilers Board (CBB) under the Indian Department of Industries. Components have to be inspected and certified by an inspection authority recognised by the CBB by staff and also approved by the CBB, such as TÜV NORD Systems and its several dozen inspectors worldwide.
To cover all aspects of the regulation, the organisers enlisted the services of two boiler experts from TÜV India, namely Asit Mondal and Madhukar Gosde. They will take all the participants on a journey through the Indian regulations, such as requirements for the design, materials and their inspections, production and inspection during production, testing, control and inspection during the assembly and the registration of a completely built boiler, to name but a few of the subjects. Through the conference, the participants will learn about the standards and the legislative requirements for boilers and their parts which are exported to India. This also includes information regarding IBR requirements for materials and the use of materials according to other codes and standards such as EN, ASME or ASTM. The requirements for welding, NDT, testing and inspections carried out by the IBR inspection authority constitute an integral part of the conference.
All in all, the conference lays the foundation for qualifying as an IBR inspector. For those who already are IBR inspectors, the conference is a good opportunity to exchange experiences and go deeper into the subject.
